We are very disturbed at the rate at which the SG Collaborative Project is proceeding through the various city committees given all the complexities of the project especially involving the environmental and traffic issues. A couple of us met with a representative for the Missouri Botanical Garden this week and their view of the condition of the Creek is very different from that of SG Collaborative. It is a healthy creek with large healthy indigenous trees. Of course, it does have some invasive species but so do most creeks in the area. They will hopefully be documenting the Creek in the near future.
We have also been told that there is nothing stopping the city council from passing the A4 rezoning issue again. They seem undeterred by the overwhelming vote against them. We do not want to have to fight this issue again.
One of our members had the clever idea for us to do an initiative petition. This means that we will amend the city charter. This is different from the successful referendum petition that we did previously. Although we will need at least 428 signatures of registered Webster Groves voters to get on the ballot again. Here are the amendments:
Be it resolved by the people of the City of Webster Groves, Missouri, that the City Charter be amended:
Article 11 of the City Charter is amended by adding the following new Section 11.6:
Any ordinance passed by the Council that (a) changes the uses permitted in Residential Districts A1, A2, A3, or A4 or (b) alters the stream buffer requirements of Section 83.050 of the City Code shall not take effect and shall instead be submitted to the electors of the City to approve or reject at the polls. The referendum on any such ordinance shall be conducted as provided in Article 14, except that no petition shall be required to subject any such ordinance to a referendum, which shall be mandatory and automatic after the passage of any such ordinance by the Council.
Article 15 of the City Charter is amended by adding the following language at the end of Section 15.9:
However, any ordinance passed by the Council to exercise the power of eminent domain or condemnation under Section 2.13(7) or any other provision of this Charter shall not take effect and shall instead be submitted to the electors of the City to approve or reject at the polls. The referendum on any such eminent domain ordinance shall be conducted as provided in Article 14, except that no petition shall be required to subject any such eminent domain ordinance to a referendum, which shall be mandatory and automatic after the passage of any such eminent domain ordinance by the Council.
These amendments will address 3 issues and will automatically require a vote from the citizens from Webster Groves should the city council want to change these issues. Without a citywide vote the City Council cannot:
1. Change A1, A2, A3 or A4 residential housing zoning
2. Use eminent domain against businesses or residential homes
3. Approve buildings in the 50 ft creek buffers
Therefore, we the people will have a direct say in all of these issues by voting on each issue.

This is somewhat different from the previous referendum petition. The Petition is 2 pages and MUST be printed on ONE PAGE (front and back side). The petition signature page MUST be printed on one side and the amendments must be printed on THE REVERSE SIDE of the SAME PAGE. Anything not printed this way will be disallowed by the County Board Election Board.
